The loss of congressional seats of the Democratic Party is the result of voters outrage at the sluggish economic recovery, “antiincumbent” political sentiment, and the rise of the conservative Tea Party. The “enthusiasm gap” between Republican and Democratic voters, and most independent voters swinging towards the Republican Party also contributed to the Democratic defeat. The Republican takeover of the House breaks the Democrats control of both the White House and the Congress and can sharply curb President Obamas legislative agenda over the next two years. The result of the election would affect American party politics and electoral politics. The 2010 Midterm Election and U.S. Domestic and Foreign Policies (Zhou Qi and Wang Huan) Economic discontent leads to the rise of the Republican Party. In the 2010 midterm election, the Republicans regained the control of the House and narrowed the gap with Democrats in the Senate. Republicans won the election by successfully adopting the strategic measures of framing the local choice in national terms, of recruiting high-quality challengers, of effective spending tactics, and of creating and winning tossup districts with focused efforts. The midterm election polarized the political positions of both parties, strengthened the political influence of the Republicans, increased and will further increase the pressure on the Obama Administration in the making and implementing of domestic policies. The election will significantly affect U.S. foreign policy and Sino-U.S. relations due to the changes in public attitudes, and in both the leadership and compositions of the Congress and committees. Besides, the mid-term election will, to some extent, reshape the 2012 presidential election. The Midterm Election of 2010 and the Trend of American Politics (Mei Renyi and Yang Qiang) U.S. Policy towards China after the Midterm Election (Li Qingsi) ARTICLES U.S.-Based International Nonprofits: Important Players on World Stage (Xu Tongwu5) A unique and very important subsector of the civil society in the United States is U.S.-based international nonprofits. Their formation and development is closely connected with the rise of the United States as a superpower, progress of globalization, revolutions in science and technology as well as world politics in the post Cold War era. The total number of such nonprofits is less than one percent of IRS exempt organizations. They have, however, magnificent technological and institutional capacities, and considerable influence over international affairs. Now U.S.based international nonprofits have built up ideal channels for American public diplomacy. As a key component of American soft power, they play one of the fundamental roles to serve American diplomacy and to carry out American national security strategy in the 21st century. Analysis of Influence of the New Trade Policy upon ROKUS FTA (Cui Rongwei) The ROKUS FTA is still awaiting Senate approval, though it was signed in 2007 by the U.S. and South Korea. The most critical factor which is responsible for that situation is Democrats pursuit for New Trade Policy. In 2006, the overall victory in midterm congressional election provided a chance for Democrats to promote their policy. While reflecting the concerns of interests groups, the New Trade Policy actually has more ambitious goals including redefining U.S.-South Korea economic relationship, creating a new approach for U.S. trade policy and setting an example for U.S. future participation in bilateral and multilateral trade negotiations. The Employment of Power and the Maintenance of U.S. Hegemony, with a Discussion of the Transformation of U.S. Foreign Policy of the Obama Administration (Liu Huijun) In order to safeguard the primacy of the United States in the world, U.S. scholars have proposed various grand strategies. The basic theme of these grand strategies is to seek to use appropriate means to maintain U.S. hegemonic status in the world. The Obama administration makes a change in U.S. foreign strategy. To the Islamic world, the Obama administration tries to find a more appropriate solution to the IsraeliPalestinian problem. It accepts offshore balancing strategy for military withdrawal from Iraq; adopts a more selective intervention strategy to have more power to deal with terrorism and issues in Afghanistan. As the new American National Security Strategy Report shows, the Obama administration endeavors to limit the use of American power to safeguard the supremacy of the United States. Research on the U.S. Supplemental Security Income Program (Sun Shouji and Qi Chuanjun) The Supplemental Security Income program is one of the most important nationwide Federal assistance programs in the United States. The SSI program acts as a safety net for the neediest aged, blind, or disabled individuals with a minimum level of income. The SSI program operates well in coordination with other welfare programs and state supplementary payment programs. Since 1974, the share of expenditure on the aged has been shrinking and the participation of the elderly has declined over time. The SSI program’s role of last resort for the aged has been weakened and is going to evolve into an assistance program only for the blind or disabled. Due to the low level of Guaranteed Income, shrinking elderly participation and low take-up rates, the SSI program’s poverty alleviation effects aren’t evident. Freedom Commission Bill Controversy: An Examination of American Anti-communist Ideology in the Early Years of Cold War (Zhang Yang) Like McCarthyism, the Freedom Commission Bill was a by-product of anti-communist extremism prevailed in American society in the early Cold War years. The appearance of Freedom Commission Bill indicated the widespread tolerance to thought control in American society under the context of the fierce Cold War confrontation. According to related declassified documents, the real reasons behind the controversy between the executive agencies and the Congress were their differences on tactics and methods to fight the Cold War and on the boundary of the sphere of jurisdiction. As a matter of fact, they had no disagreement on the issue of anti-communism at any cost.
