To answer the question, the paper examines the evolution of the Ame rican presidential electoral process, by a comprehensive and coherent narrative of the events during the 2000 election and its subsequent legal battles over the Florida recount. Reflecting back the election events and disputes, the paper an alyzes how such factors as the inconsistence and confusion of the electoral laws , the politicization of the legal system, the partisan influences over the elect oral process at different levels, and the effects of money contributed to the da ngerous political deadlock in NovemberDecember 2000. While the anachronistical and flawed electoral process contributed directly to the failure of the electio n, the author argues, the legal battles that followed further revealed the undem ocratic elements of the process. Success or FailureClinton Administrations Policy in Handling the DPRKs Nuclear and Missile ProgramsGu Guoliang (40) This article gives a preliminary assessment of the Clinton Administrations po licy and approach in handling the nuclear and missile programs of the Democratic Peoples Republic of Korea during his presidency in the past eight years. Clin tons Administration achieved limited success in temporarily freezing DPRKs n uclear and missile programs and improved the political atmosphere of the U.S. DPRK relations, but it failed to fundamentally solve the issue, due to the lack of an overall policy towards DPRK and because of the severe constraint o f U.S. domestic politics. If the new Administration does not seize the opportuni ty to further U.S.DPRK relations, the limited achievement made so far by the Clinton Administration will be negated, since the political foundation is very fragile. A Preliminary Investigation of the Relationship between American Civil Society and DemocracyJin Canrong (56) The article starts with an introduction of the general theories of the relations hip between civil society and democracy, especially the theories of the relatio nship between civil society and various types of national power. Then the discu ssion is centered on the two aspects of the civil societydemocracy relationshi p, i.e., the relationship between civil society and political culture, delineati ng mainly the support of the moral system of American civil society to the key v alue of American political culture, and the relationship between civil society a nd political engagement, especially the political engagement at the community le vel. Finally, the article deals with the changes of American civil society and t heir political implications. International Regimes and American HegemonyMen Honghua (74) This article is aimed at examining the American hegemony since the Second World War from the angle of international regimes. The author first makes a summary of how the major theoretical schools view the relationship between internationa l regimes and hegemony. Second, he puts forward the concept of “regime hegemony ,” dissecting the relationship between American hegemony and international regi mes, thereby justifying the use of the theory of international regimes in analyz ing the relationship. Finally, a forecast of the content and essence of America s hegemonic strategy is given. Rationality and Limitations of the Theory of International RelationsHe Yao (89) In the process of establishing the theory of international relations, different analytical methods are based on different perspectives and assumptions of resear ch scholars, and different value orientations result in different choice of caus alities. In this article, by means of analyzing the assumptions, objectives, val ue judgment, and causalities, the author notes that the theories of internationa l relations are open theories and that the domains of various theoretical school s predetermine their limitations. Americans on America Soccer in America: A Story of Marginalization Andrei S. Markovits & Steven L. Hellerman(101) Just as Sombart noted the absence of what he called “socialism” in the United States, so too can we observe a basic absence of soccer from the firmament of Am erican sports culture. The common denominator for both “exceptionalisms” is th e quintessentially bourgeois nature of Americas objective development and subj ective selflegitimation. This survey, conducted in 1997, includes a brief acco unt of how two American sports (baseball and football) preempted soccers eme rgence, and a more detailed sketch of soccers marginalized presence in the U.S . throughout most of the twentieth century. It concludes with World Cup USA 9 4 and the first season of Major League Soccer(MLS),perhaps the games best a nd last chance to enter the American “sports space.” More detailed study and a nalysis, including an examination of important recent developments and events - such as the 1998 World Cup in France and the 1999 Womens World Cup in the Unit ed States (and its potential legacy) - will be found in the authors forthcomin g book, Offside: Soccer and American Execeptionalism (Princeton University Press, 2001).
