This is considered as harmful to Russia and its State Duma has refused to ratify. The two powers agreed in 1997 to negotiate on START III which would further limit their warheads to 2000-2500. Duma will eventually ratify START II, and START III will come into being because both sides do not want a new nuclear race. U.S. President Clinton recently issued new guidelines changing the policy of winning a protracted nuclear war to one of deterring the use of nuclear weapons, so that American nuclear arsenal can be smaller. It is believed that this trend of nuclear disarmament will continue and both sides' warheads may be reduced to 1000 or less. China, Britain and France will then have to join in the process of nuclear disarmament. THE CHANGING U.S. ECONOMIC-FINANCIAL THEORY AND POLICYChen Baosen (29) Over the past sixty years, dominant economic-financial thoughts in the United States have undergone sea changes. New Keynesianism has staged a comeback since President Clinton rose to power. Emphasizing the role of government, he has relinquished the deficit fiscal policy, stressed the supply side of the economy, paid special attention to science and technology, and defended the social security net. All these factors have contributed to the present economic boom in the United States. POST COLD WAR U.S. CHINA POLICY: AMERICAN "STRATEGIC ELITES" AND SINO-U.S. RELATIONSYuan Ming (48) The basic factors affecting the U.S. China policy-making should be analyzed within the framework of America's global outlook. Most U.S. strategists know little about China because they are experts in European, former Soviet Union or Middle-Eastern affairs. But they have, after all, founded a theoretical framework with a view of global grand strategy in their analyses and researches of the above regions. Looking ahead to the Sino-U.S. relationship at the turn of the century, the author believes that the ups and downs before and after 1989 will no longer be repeated. The Sino-U.S. coordination is creating a model of coordination between powers, i.e., developing strategic common grounds between two states with different values. Theoretically this model is very enlightening, but the enormous difference between China and America leads to the difficulties in building the model. THE INFLUENCE OF INTEREST GROUPS ON U.S. CHINA POLICY: A CASE STUDY OF THE MFN ISSUEWang Yong (60) The end of Cold War and the development of economic globalization changed the decision-making pattern of the U.S. foreign policy. Absent a diplomatic goal for the whole nation, interest groups compete for influence on foreign policy-making. Hence goals of human rights, trade, and security coexist. In the case of China's status of most favored nations, two coalitions have evolved. One is the anti-China alliance composed of human rights, labor and conservative groups, and the other alliance is headed by the business community which advocates stabilizing relations with China. In consequence of the keen competition, the latter has gained the upper hand and the Clinton administration has put forward the engagement strategy toward China. As the anti-China alliance is still capable of restraining the momentum of improving the relations, one has to keep an acute eye thereon. SINO-U.S. RELATIONSHIP SINCE PRES. CLINTON TOOK OFFICEJia Qingguo (92) After the U.S. government adjusted its China policy and advocated dialogue and engagement in 1996, relations between the two countries began to improve. But anti-China forces in the U.S. attacked China strongly on the issues of Hong Kong, human rights, trade, arms sale, Taiwan, and the alleged political donations, threatening the relationship with reversion. President Jiang Zemin's visit to the U.S. resumed the momentum of improvement and led to a level of cooperation between the two countries never seen for years. This paper argues that despite all the talk about bilateral conflicts over the above issues, the real factors affecting the relationship should include: (1) the enduring impact of the Tiananmen Incident; (2) the negative coverage of China by American media; (3) American psychological insecurity caused by the rise of China; and (4) U.S. domestic politics. Analysis of these factors suggests that while the current trend of improvement is likely to continue, it is not going to be smooth sailing. AMERICAN MOVIES IN CHINA, 1912-1949Wang Chaoguang(113) American films succeeded in occupying a dominant position in Chinese movie market before 1949 by box office sharing, but they came across many obstructions in China due to political, economic and cultural disparities between the two countries. Government censorship affected their release and they were often criticized bitterly by film reviews. Owing to the lack of understanding of foreign culture, viewers in medium and small towns and rural areas were not much interested in American films. However, all these troubles did not shake their predominance in the market of big cities. Although they got a large share of the Chinese film market in the period of the Republic of China, they had never attained monopoly and their share was on a downward trend. There were diversified views in China regarding the role of American films.
