The crux lies in the backwardness of their education. Hence devoting great efforts to promoting the education of American blacks and raising their cultural levels is the way to free themselves from the present difficult position. This is also the road they must take to improve their condition in the long run. THE EVOLUTION OF THE STATUS OF NATIVE AMERICAN TRIBES AND THE CIVIL RIGHTS OF INDIANS Li Jianming(30) The U.S. government and white communities have been trying unilaterally to civilize the American Indians, elimnate their tribes which are regarded as backward and uncivilized, and remould tribesmen into American citizens. However, the Indians, with their unique cultural tradition and inferior technological skills, are unable to compete with the white people. So what civil rights can bring them are for the most part just new sufferings, and the restoration of tribes and the self-determination movement have not brought them much benefit, because they find it hard to strike a balance among tribal membership, wardship and American citizenship. COMPETITIVE INTERDEPENDENCE: POST-COLD WAR U.S.-JAPAN RELATIONSHIP Zhu Wenli(52) The end of the Cold War has made a great impact on the special relationship between the United States and Japan. This has not merely intensified the existing frictions between the two countries, but also given rise to new tensions, when they are trying to redefine their national interests under a new international environment. The exacerbation of frictions and the growth of interdependence are two major features of the U.S.-Japan relationship in the post-Cold War era. The relationship can be summerized as a "competitive interdependence" and will remain this way in the foreseeable future. ON JOHN KING FAIRBANK Xu Guoqi(73)) John King Fairbank, the father of modern Chinese studies in the West, was the main academic spokesman promoting Sino-U.S. relationship. As the founder of Chinese studies who devoted all his energy to this field, he made substantial academic achievements thereto not readily surmountable. In Sino-U.S. relations, he played the dual role of a scholar and a government advisor and made significant contributions to the improvement of the bilateral relationship and the mutual understanding between the two peoples. AN ANALYSIS OF SOURCE MATERIALS IN THE ARTICLES ON THE HISTORY OF SINO-U.S. RELATIONS (1945-1955) Hou Yingli(96) By means of an analysis of source materials in the articles on the history of Sino-U.S. relations (1945-1955) written by Chinese and Americans scholars from 1979-1989, it can be concluded that a wide gap exists between the academic levels of the two scholarly communities. In the United States the research on this episode of history seems well-developed, while in China there are still new areas for scholars to explore.
