U.S. CONGRESS AND SINO-U.S. RELATIONS IN THE LAST DECADE Zhang Yi (37) Using data from various congressional documents, the author finds that realism and anti-communist ideology are the two major determinants of congressional attitudes and policies towards China. Realism accounts for the congressional contribution to the development of Sino-U.S. relations, whereas anti-communist ideology largely explains some congressional actions which have caused problems for the bilateral relations.
