U.S. REFUGEE POLICY AND COLD WAR DIPLOMACY Li Xiaogang (52) This article delves into the relations between U.S. refugee policy and its Cold War diplomacy. Firstly, dominated by the anti-communist ideology, U.S. refugee p olicy had the guiding principle of using the symbolic effect and propaganda valu e of refugees for fighting communism. Secondly, the policy conformed with the U. S. international strategy and changed with the latter's readjustment. And finall y, postwar U.S. admission and rehabilitation of refugees was to a certain degree humanitarian. The author holds that the policy is part of U.S. Cold War diploma cy, being both power-driven and humanitarian. While humanitarianism was in the s ervice of power, the pursuit of power played a dominating role in the formulatio n of policy.
